This was based on which cities they felt had the best opportunity for business expansion, economic development, and inward investment.<\/p>\n<div>This study was based on a total of 405 cities from the America&#8217;s. The top cities were New York and Chicago and Mexico has four cities in the top 10. The cities of Alajuela, Heredia, and Santa Ana (suburbs of San Jose) were also high on the list for being what is called the top Micro-cities.
